I think for GSoC 2023 maybe it is a bit too late, as the application has already closed on April 4th UTC. But for contributing to Jenkins in general, maybe you can check out Participate and Contribute. In particular, if you would like to contribute via code, do pay special attention to Contribute code. Our Mark Waite has also written some documentation regarding how to contribute to open-source available at Contributing to Open Source - Google Docs. So you may use all these as a reference to start your journey with us.
