View of user is not visible in another User login

We are using Jenkins 2.462.1 LTS and view of one user is not accessible in another. I’m getting below access denied error:

# Access Denied

bta7 is missing the Overall/Administer permission

How can we restored the permission as we used to have in previous Jenkins LTS version 2.426.3 before upgrade. Thanks in advance.
