Cant install plugins

while installing plugins getting this error every time
Caused: java.io.IOException: Failed to load https://updates.jenkins.io/download/plugins/role-strategy/562.v44e9a_e828d0e/role-strategy.hpi to C:\ProgramData\Jenkins.jenkins\plugins\role-strategy.jpi.tmp
at hudson.model.UpdateCenter$UpdateCenterConfiguration.download(UpdateCenter.java:1307)

Does the user that Jenkins is running as have write permissions to C:\ProgramData\Jenkins.jenkins\plugins?

Also, please share the full stack trace.

yes that user have write permissions
