Upgrade from jenkins/jenkins:2.346.3-lts to 2.361.4-lts

Hi,
we are upgrading jenkins from jenkins:2.346.3-lts to 2.361.4-lts, jenkins is up and running, & there is end of java8 support on agent, accordingly we have setup java17 on agent.issue is agent service is not working when we start service as jenkins user but it is working when we start service as root user

Expected behavior: ideally it should work with jenkins user only.

Attached screenshot of the issue, we check documents, wiki pages but didn’t solution for this issue, can anyone please guide me?

This has been resolved by giving jenkins permission
