Jenkins - Version 2.507 and Project based Security

Since upgrading Jenkins - Version 2.5.07, have not be able to add users users where projects have Enable project-based security enabled.

I have ensured all the plugins are up to date (for the plugins I can do this for).

What could be causing this issue?

Do you have the same issue when starting with a fresh controller and agent?
Would you be able to try within this environment: Dashboard ?

I was actually just able to figure this out with uninstalling a plugin and re-installing a plugin.
