It looks as if you don’t have any plugin installed that has it’s configuration under Appearance, in that case it is not shown afaik. Try installing e.g. Dark Theme or Customizable Header plugin
Or update the prism-api, the version you have installed is a bit old where the configuration is not yet under Appearance
