How to grant read-only access for "Configure" without "Save" or "Apply" access?

Jenkins setup: Jenkins 2.452.1

Is there any way to grant a specific user read-only accesss for “Configure”? That means, this user is able to click “Configure” and check the configurations of all pipelines on the Jenkins server, but not able to click “Save” or “Apply” button to change any pipeline configurations. Is this kind of access management possible?
