Can't get to installation wizard after installing jenkins; it is showing that its active

i just installed jenkins on centos9; the service is active but can’t open the post installation wizard with localhost:8080 i tried many times i even stopped firewalld service but still can’t open the wizard.
i have tried restarting too many times.
