Permalinks getting reset after jenkins restart and not able to replicate builds from CLI to Jenkins UI

In the backend(CLI) I have all the builds available but in UI its not showing all of them as per below permalinks file only build 11 is visible.
jenkins version is 2.467 & Java Version is :17.0.10
