Could you please tell me which domains/IPs hostnames are being used when we download plugin?
The Jenkins mirror system is based on your geographic location. When you download a plugin, it uses the geographic location of your IP address to choose mirrors near you. The URL’s from Permalinks to latest files can show you the list of mirrors if you append ‘?mirrorlist’ like this:

The Jenkins Infrastructure team maintains a (versioned) API in this location: https://reports.jenkins.io/infrastructure/v2/index.json (be careful, there is a version in the path) with the IP and hostname of the mirrors.
Please note it may change at any moment without any notice: you should automate the process to get the list of IPs at least once a week.
