I have a requirement now that every time Jenkins changes or modifications are made, they need to be emailed to everyone. Is there any other way for me to post a pop-up announcement on Jenkins’ management page so that all users can see it when logging in to Jenkins

As far as the email sending, I don’t know.
If you want something that looks more or less like a banner, there is something in Manage Jenkins/System/System Message that could help.
I don’t know if it’s HTML or plain text, but you could give it a try.
