Most notable update: A new GPG signing key is used for the Jenkins long term support RPM and DEB package repositories.

BOM line updates may be delayed due to some issue with the JDK compatibility issue with the gitea-checks-plugin (version 17 detected for some reason, with cause to be investigated further by Mark over the coming weekend)

Many other hiccups along the same JDK incompatibility issues due to us dropping support for LTS version 17 in favor of version 25
