Yes, the service is operating normally. The IOException and automatic retry is performed by the plugin installation manager tool because the Apache web server hosting that site is sometimes overloaded and requires a retry. The Jenkins infrastructure team is moving that service but is being intentionally careful with the testing and verification of the replacement before deploying it.
