While waiting on our Help Desk to get answers to things like “Are you running the build as the same user as you did your manual test”, I was able to repro the issue with what I think is the jenkins user as well as my own. While pursuing other web searches I had an epiphany on the ultimate cause, git-lfs was not installed and the heresdk file is stored with that extension!
So sorry to take your time and I appreciate your thoughts and suggestions.
